These marketplaces are operated by agencies (private or public sector). Agency staff have total control over who buys and sells and can over-ride settings of any of their users at any time. Staff moderate any change of details by a seller to ensure their marketplace does not display frivolous data.
Agencies allow sellers (candidates), who have registered themselves, into the market. Staff also register buyers (clients). Buyers and sellers have direct access to the market to enter into their own transactions. Branch staff are able to carry out additional functions.
